Milan Mayor Sala blocks Euro 4 and 5 diesel cars in Area B and C: a huge injustice to Milanese citizens

There is no denying that the First Citizen of Milan is animated by the most serious intention to safeguard the health of the Milanese.
His battle for healthy air has the same force as the planetary battle of the young Greta. We all agree on the implementation of the environmental transition, step by step. However, we would like to point out to the mayor that as of 1 October, there will be no better air in the urban areas known as Area B and Area C. This is a pious illusion; the city will soon see the fumes of still coal- or oil-fired heaters; instead, a profound injustice will have been done to the citizens who live or work in these two traffic-restricted areas, already overburdened with taxes and levies. 
Like any person of character, our mayor said, 'Let's get on with it'.
We could retort with the words of the Grand Chancellor of Milan, Antonio Ferrer, to his coachman: 'Adelante, Pedro [Beppe ?] con juicio...'. (A.Manzoni-I Promessi Sposi).
Why con juicio? Or senno? Because as of 1 October, a huge injustice is being done to the suddenly discriminated citizens of areas B and C, which are so important in the urban and social fabric, and to that class of the Milanese upper middle class who, a little advanced in years, cannot ride a bicycle like an assault rider.
Area B and Area C are the heart of Milan, known the world over; for the vitality of its commercial enterprises and the quality of its residential buildings, which residents will no longer be able to access, not even with their recently purchased Euro 5 diesel cars, which, according to experts, have extremely low emissions, nothing compared to those of thermal or industrial plants. 
Our Mayor's 'Tiremm innanz' - that is, passing over the heads of these heavily penalised fellow citizens - is disconcerting and will surely lead to consequences that the First Citizen of Milan cannot imagine.
